Fair Market Rents
Each year, HUD publishes the Fair Market Rents for all areas throughout the United States. Click here to see the current HUD 2017 Fair Market Rents for Westchester County.
The Town of Mamaroneck PHA currently participates in the HUD Small Area Fair Market Rent (SAFMR) Demonstration Program which sets fair market rents by zip code. The Demonstration Program will end on 9/30/2016. HUD has not yet determined if they will extend the use of SAFMRs to all Housing Choice Voucher programs in metropolitan areas of the country. In the meantime, HUD policy allows rents to remain the same for one additional year in the event the Market Rents are reduced from the prior year's amount.
Effective 1/1/2017, the Town of Mamaroneck PHA will establish the new Voucher Payment Standard, to allow for HUD to make a final determination on the SAFMR extension.
Voucher Payment Standards
The Voucher Payment Standard is determined by performing a Rent Reasonableness Determination of the rent requested by a landlord, taking into consideration each property's location, condition, age, quality, size, utilities paid by the tenant, and related factors. A PHA must establish their Voucher Payment Standards, based on this determination, between 90% and 110% of the published Fair Market Rent.
The Fair Market Rent and Maximum Payment Standards based on the HUD 2017 Fair Market Rents for Westchester County proposed for the Town of Mamaroneck are shown below. They will remain the same for all tenants currently leased in 10543 and 10538. Payment Standards for moves to a new unit will be determined by whether the Town of Mamaroneck PHA will continue using SAFMRs or revert to the Westchester County FMRs. These rents below are considered an estimate and will be subject to change.

Families with a Housing Choice Voucher who are looking to move to Mamaroneck and Larchmont should note that three and four bedroom units are difficult to find, and they typically require that the tenant pay all of the utilities, including heat, hot water, gas and electricity. This can add at least $200 or more each month to the cost of the unit, which you should subtract from the Maximum Payment Standard amounts above when looking for housing. HUD no longer allows a utility allowance based on the unit size, all utility allowances are based on your Voucher size. You cannot pay more than 40% of your income toward the rent.
